Okay, as I said before personally I do not believe that there should be technology in football, though if there was to be a way around this sloppiness of VAR right now this would be what I would suggest.
Firstly each team should be allowed 2 challenges of the referee's decision, the clock would then stop and the referee would ask VAR to review the play. This would prevent the game from being stopped every two minutes because VAR is intervening. This follows the same principle as tennis where a player gets to challenge three decisions per set.
If the challenge is based around a foul, there need to be clearer guidelines set on what counts as a warning, a yellow card and a sending off. If the challenge is regarding an offside then there needs to be a margin of error for the virtual line. If the player is within this margin of error then it is not offside. The VAR should be programmed so that it can make quick decisions that can then be fed back to the referee. The VAR will not need any human interpretation.
Now, this could raise the point that there will be time-wasting from teams discussing whether they should challenge the decision. For this reason, a possible time limit can be set for the team to decide whether they will challenge.
